These records include the reports of findings, memorandums, policy statements, lists of names of displaced perons, citizenship board reports, notes, and miscellaneous clippings and correspondence from the postwar period, 1950-1968. Of primary interest are the reports of findings and the memos of the board clarifying their position on the rules that exempted people from forcible repatriation. Their reason for refusing to repatriate are detailed with a listing of names covered by each ruling. The memos and policies issued by the USAF appear imcomplete. Musmanno's notes are mostly in shorthand. The correspondence is chiefly casual letters exchanged in later years with people Musmanno worked with on the Board.

Michael A. Musmanno was a member of the Pennsylvania State Legislature from 1929 to 1931. He authored a bill outlawing the Coal and Iron Police in western Pennsylvania. He also authored the movie script, and later the novel, Black fury which fictionalized the story of John Barkowski, an employee of the Pittsbugth Coal Company who was beaten to death by the Coal and Iron Police for no apparent reason.
